The EIA Management Strategies of the Development Activity in Reservoir Watersheds

This project’s aim is to collect, research and analyze the background information of the 96 reservoirs and to develop the classification and grading methods and management principles of the reservoir watersheds. The analysis results of the reservoir watershed assessment factors, the opinions of the local governments, as well as the recommendation of four experts forums, proposed one premise (geological sensitive area), three principles (reservoirs classification, watersheds grading, sensitivity analysis), and one supporting management mechanism (rolling performance management, it is recommended that the triennial review of water quality management and according to the results of the assessment to adjust grading). The results of the classification and grading 96 reservoirs watersheds of Taiwan was 69 first grade reservoir watersheds and 27 second grade reservoir watersheds. This project proposed the approach for implementing Environmental Impact Assessment (EIA) after grading the reservoir watersheds. The high-polluting factories in the first grade reservoir watersheds, regardless of the scale should implement the EIA, and in the second grade reservoir watersheds, are according to the existing regulations. Less-polluting factories in the first grade reservoir watersheds are according to the existing regulations, and in the second grade reservoir watersheds, shall not be subject to “in a reservoir watershed”of the EIA regulation. The factories ofthe offshore islands, which are in the industrial park and construct a specific pipe drain the wastewater from the reservoir watersheds, and the local gonernment agree, shall not be subject to “in a reservoir watershed”of the EIA regulation.
